Pilot site characteristics

The pilot project will be led by LeasePlan in collaboration with Transport System Catapult (TSC). LeasePlan will engage with the estate owners, corporate tenants and the council, for the final design and the setting up of the pilot service.

LeasePlan provides leasing and car sharing services to various leading industrial estates in the UK, including the proposed candidate for the pilot, Slough trading estate (STE), one of Europe’s largest single ownership estate by SEGRO, reputation for world class location for business, home to many of the world’s most successful companies.   STE is spread over 486 acres of commercial property in Slough and provides accommodation to 500 businesses and has a working population of about 20,000 people. There are over 600 buildings. The Estate is home to 400 tenants from countries including America, Italy, Japan, Germany and Korea. Companies using the park include: Fiat Group Automobiles UK Ltd, CentricaYellElectroluxGlaxoSmithKlineMars ConfectioneryAkzo NobelVirgin MediaO2, the data-centre operator Network-i and OKI Printing Solutions. It is also home to important small, medium and large businesses.

Trading states like Slough Trading Estate (STE) operate like a self-contained micro-economy, supporting large industrial, corporate and residential areas. There are not enough parking spaces available for the employees and visitors, therefore vehicles overflow onto road side parking further narrowing the already congested roads.  Often during busy hours, access leading to the estates is traffic logged taking a lot of time and increasing the pollution in the area. The journeys constitute employees, business visitors, and social travellers accessing businesses, shops and restaurants.

LeasePlan is proposing a shared services solution to the chosen trading estate by deploying a fleet of vehicles on the estate. It will conduct various surveys with the stakeholders including Corporates, Estate management, users and other service providers to understand the demand, encourage and seek their support for the use of shared vehicles.

The pilot will consist of a pool of 10-20 vehicles available to be shared between corporate and individual users on the estate. The demand will be aggregated by an application and vehicles allocated accordingly. The Galileo Navigation Satellite (GNS) will provide the location data for the vehicles pick up points. Further GNS can also offer navigation services, combined with telematics data. It can also support vehicle management and maintenance of the vehicles.

The profile of the passengers may include employees working for corporates, business visitors, and social travellers accessing businesses, shops and restaurants, of different age ranges including millennials. Different age groups might have different attitudes and preferences towards travel.

The trading states vary in size, however to give an example STE spreads over 486 acres of commercial property in Slough and provides accommodation to 500 businesses and has a working population of about 20,000 people.  The pilot will aim to engage with the various stakeholders on the estate to understand the demand of the newly offered services.  Since this is new service efforts will be made for uptake of this service through communication to the users via their employees and also through media for public awareness.
